The American legal system is out of control and the people are demanding
reform. The undersigned are the leaders of a number of organizations with
significant focus on comprehensive legal and government reform. Your presidential
bid is of great interest to us and we are requesting an opportunity to
meet with you to discuss issues of mutual concern.
Most Americans will tell you that either they or their friends or relatives
have been abused and/or deprived of rights by the legal profession. In
"Verdicts on Lawyers", 1976,edited by you and Mark Green you demonstrate
knowledge of this problem. But has there been any change in almost 25 years?
Not for the better! As a presidential candidate you will be in a position
to influence the focus of the election debates. Your candidacy could be
greatly boosted by making calls for legal reform part of your campaign.
The effect could be made even stronger by publicizing the extent of the
abuse. For example:
A. The statistics show the attorney
and judicial disciplinary commissions are failing to serve the people acting only on a small fraction of
complaints against attorneys and almost none
against judges.
B. The state and federal appeals courts fail
to uphold/enforce the law and actually affirm many outrageous decisions of the lower courts,
frequently without looking at the evidence. Decisions that are visibly fair and lawful are
published while those clearly based on whim, bias and political expediency are not
C. The federal courts have an illegal de facto
policy to deny all suits for equitable relief against judges under 42 U.S.C. 1983, leaving the judges
completely unaccountable for violation of
citizens’ rights.
D. The state and federal judges usually treat
Pro-Se litigants with disdain. (See, for example, "Eliminate Bias Against People Who Represent

Facially meritorious suits filed by them rarely survive even the most frivolous
motions to dismiss. A person who can't afford a lawyer is denied a shot at justice.

The Democratic and Republican candidates would be weakened by a
debate about the legal system. The Texas Supreme Court has been accused
of being for sale. George Bush has to explain what he has done about that.
The White House attorneys, Clinton and Gore, should answer what actions
they took to protect the American people from abuse by the legal community.
The US Supreme Court has shamelessly ignored most cases of judicial lawlessness
in America. Its deliberate refusal to intervene into the systematic rape
of the American families by the family courts and the divorce industry
is beyond reprehension. Our attorneys and paralegals would be happy to
provide you with all necessary materials to promote these issues. The constituent
organizations are highly motivated and would assist your campaign in any
way they can.
Reverend Ron Branson, president of one of the undersigned organizations,
has prepared a citizens' initiative, Judicial Accountability Initiative
Law, to hold judges accountable. Its purpose is to end immunity for malicious,
corrupt and lawless judges and make them civilly and criminally liable
for judicial misconduct. (The initiative does not affect existing safeguards
prohibiting vexatious suits against judges.) A truly democratic development
in the initiative is the provision for the creation of citizens’ grand
juries to investigate judicial wrongdoing. Incidentally, a similar concept
of citizens’ audit commissions for monitoring activities of the state and
federal government could also be a good sell to the American people.

possible collaboration. We hope that a group consisting of up to three
principals from each of the organizations will be acceptable. We will be
happy to provide to you upon request several pages briefly describing the
focus and history of each of the undersigned organizations.
